The Jhang Bar, in accordance with its Constitution: Represents and advocates for its members on matters of shared concern. Strives to resolve practical challenges faced by lawyers and support staff, working to improve their working conditions before the courts. Offers professional training led by experienced legal experts. Provides confidential ethics guidance and advisory opinions. Recognizes and addresses the unique perspectives and needs of support staff.

The study of administrative and judicial systems reveals that with the change of these systems the society underwent changes. The importance of administrative and judicial set up cannot be ignored. The changes in the set up took place from time to time affecting the social bounds of all level including the districts. "For a convenient mode of organizing work, all Govt; functions have to be divided on the territorial basis. With the growth of ideas of social welfare and the establishment of social welfare state, the demand for Government efforts by way of amelioration of the common man's lot, has considerably increased the function of the Government. The business of Govt, in the past, was much simpler affair, when the maintenance of law and order, the collection of revenue and the peemance of limited number of services represented the total range However, the powerful and autocratic rules of the past appreciated the Govt. activity. necessity and urgency of an efficient system of administration under which general prosperity of the people contributed to the stability of the state. For the purpose requisite emphasis was placed on strengthening administration". Under different rules several administrative and judicial systems were introduced. Jhang as a region then as a district was subject to the directions of sovereign. Under Qutab-u-din Aibak (the first slave king) Diwan-i-Wazarat; Diwan-e-Risalat, Diwan-i-Qada and Diwan-e-Ard were introduced. Under the rein of Sultans and Moghal emperors of Dehli, the administrative and judicial systems flourished. The business of state was systematically run. The proceedings were conducted systematically. The methodology adopted ensured the smooth working with the framework formulated by "Monarch". "In the early days of Muslim Rules the departments were placed under the charge of each ministry." During the regime of Mughal, certain departments were well organized. The finance department under a minister, the military department under Mir Bakhsi, the supply department under Mir Samon and the religious and judicial department under the Sadar were constituted. A system was introduced to ensure the security of people. The crown land division, treasury division, military accounts division, religious and judicial divisions were established "During his brief but momentous reign, Sher Shah Suri had made a number of valuable contributions in building up an efficient administrative set up based mainly on the welfare and betterment of masses. During his rule country was divided into districts. Each one of which was governed by person called Governor, who was appointed by the King himself. The of administration of each unit was called "Suba" or province. Each unit was called "Suba" or province which had also been sub-divided into small units like "Shiq-sarkar-Iqtas-Pargana" etc. "Shiq-dar" was head of "Shiq". Now people do not understand "Shiq-dar" but to-day he is known as Faujdar. The ruler, mainly engaged in adopting the ways and means for maintaining their commandment also paid heed to the administration of justice. "Paragna" was the local administrative units constituted collecting many villages and its head was known as Chudhary. The system was regulated through various offic such as "Mutasrif" or "amil", Headman of the village, "Muqaddar "Mukhia" in certain villages equivalent to Headman, "Musharif "Gumashta", "Sarhang" and "Karkun". "Panchayat system was also introduced during the Sultan period. Disputes of village or acts of crimes were usually referred to village punchayat and the village "Mukhia" Of "Muqaddar", in consultation to the other Punchati would decide the case and decision had mostly been accepted." Jhang has the same system which was prevalent in whole of the Punjab but local customs prevailed upon general law. Executive and judicial systems introduced by the rulers remained in force till "Britshiors" came to power. The picture of adresistration may be drawn from the following: "Under the Sultans, the Moghals and caser Muslim Rulers, the administrative set up of Jhang District was the same as that of the rest of the Punjab districts and Sials also followed the same system with minor changes or adjustments just in accordance with local requirements. But whole of the administrative system was recognized by the British in the middle of 18th century, when the defecto powers were passed on to the East India company. So under the "Brithish" rule Jhang District was placed under the administrative control of the commissioner of Multan who was also having the powers of Civil and Sessions Judge. But in the reorganization in 1884 the revenue commissionership of Multan was abolished and Jhang District was transferred to the control of the commissioner of Lahore." s y r e On the formation of NWFP in 1901, the commissionership of Multan revived and Jhang District was again included in Multan Division. Lyallpur (Faisalabad) was constituted a sub-division of the Jhang District in 1889 with a Sub-divisional officer at Lyallpur to assist the Deputy Commissioner Jhang. Upon the constitution of the Lyallpur as District in 1904, the general administration of the long portion of Jhang Division was handed over to Colonization Officer Chenab Canal subject to the control of settlement commissioner. Civil rights of the people of Jhang are protected, declared and enforced by subordinate judiciary, District Judge as its head on separation of executive from judiciary, all judicial (criminal) powers were entrusted to Civil Judiciary on 14-08-2001. Jhang has judicial history of competent, hard working and studious Judges. In the last more than 100-years, very able, eminent Lawyers rendered their services and even today Jhang is comed to be one of the Districts having the ablest lawyers, Jurists consults. "During the rule of Sultans in Punjab in obedience of Islamic "ADL-O-IHSAN" in all major cities and towns, the Qazi used to be appointed to hear and dispose of the cases. The Qazi was not supposed to be under the authority of any local high administrative officer. Actually being free from all extraneous influence and enjoing complete freedom and independence, they were expected to dispose even handed justice in accordance with the provisions of Islamic law (Sharia). In bigger towns and cities, AMIR-I-DAD who enjoyed power to try all types of criminals, used to be appointed."At the outset, under the British Government, District Jhang had its judicial system under the administrative control of commissioner Multan who was entrusted with the powers of Civil and Sessions Judge. Deputy Commissioner was District Judge. Four Sub-Judges were also appointed to discharge their duties in Chiniot and Jhang. The civil suits in the District were heard, tried and decided by Extra-Assistant Commissioners. There were four Honorary Judicial Officers also.The number of legal practitioners during that British period before partition was two Senior Advocates, 67 Pleaders and one Mukhtar." e High Court sanctioned 47 petition writers for Jhang District, seven for first and 40 for 2nd grade. d The judicial system to adjudicate, determine and declare the rights of the people was in working order but at the same time, a parallel Punchayat System was in practice and there were 13 Punchayats in the whole District. Although Punchayat System is not in existence now yet the people recognize the Punchayats and like to refer the matters to Punchayats. Arbitration is species of Punchayat System. C t The judicial system was in full working order. After independence. Sardar Atta Ullah was the first Administrative Civil Judge of Jhang District. He served from 02-08-1947 to 23-12-1948 on this post. "After independence for six or seven years, Jhang District was originally placed under Additional District & Sessions Judge, Sargodha who usually held his court twice a week at Jhang. However, Sheikh Muhammad Shafi was the first Additional District & Sessions Judge who served Jhang from 19-07-1947 to 06-09-1947. Sheikh Muhammad Shafi was followed by 18 Additional District & Sessions Judges upto 1970 when the then Additional District & Sessions Judge, Malik Muhammad Ismail Loona was promoted as District & Sessions Judge, Jhang as from 22-10-1970, Jhang was declared Sessions Division."

Akhlaq-ul-Hassan Syed

Akhlaq-ul-Hassan was born at Sadhahra (India) in a very rich family. He being a big landlord was well-off and always seen in gaudy and costly dress. It seems as if he knew that heights of great men reached and kept were never attained by sudden flight. Perhaps this was the reason that he toiled upwards when his fellowmen were slumbering. Ikhlaq-ul-Hassan passed away but he did not die. His name, as an eminent scholar, monument of human intellect and a great lawyer continues to live in the hearts and minds of his innumerable admirers. As a gentleman he abhorred in civility as much as he devoted himself to the legal profession. He had a personality in his person having all the qualities of an extra ordinary lawyer of high esteem. When he was on his legs before any forum, he utterly occupied the mind of presiding officer and obliged him to pay heed to the arguments and their logical conclusion. He was a seasoned lawyer. The extra ordinary quality he possessed was that he was well acquainted with the art of finding out the facts and digging out the real reality for proper appreciation of law in the true perspective of the philosophy behind it. He was a leading civil law practitioner of his time, having legal opinion on propositions as last word of referee. His achievements in the profession cannot be forgotten. He was competent lawyer and was at the top of the list of intellectuals of Jhang. He was not only professional lawyer all the time busy in the performance of his duties but was a great politician of Jhang also. Every leader of Pakistan including Zulfiqar Al Butto visited his house and saw him He always remained in touch with international, regional, national and local political activities. The day Mohtarma-Fatima Jinnah came to Jhang, she was received by Syed Ikhlaq-ul-Hassan and public meeting addressed by her was also presided over by Syed Ikhlaq-ul-Hassan. He was president of council Muslim League and considered to be a very effective politician of Jhang. He was elected president DBA Jhang for years 1962-63, 1963-64, 1966-67, 1968-69, 1971-72, 1973-74. He was loved by all not only because of belonging to Syed family but on account of having the knowledge of law and other relevant subjects.

Khan Bahadar Yousaf Shah Qureshi Advocate

Khan Bahadar Yousaf Shah Quresh was born in 1890 at Havali Bahadar Shah. He was barrister at law. He joined the District Bar Association Jhang in 1932 and elected as president in 1950, 1953. He belonged to Qureshi family of Havali Bahadar Shah. As a Lawyer, he had peculiar qualities. According to his friend late Mirza Qamar-ud-din, he was so competent a man that he could conduct trial of a murder case even on the bare reading of First Information Report. His art of cross examination was absolutely different from other lawyers. He started his arguments in a very polite and jolly manner and concluded in logical manners. He was a very successful lawyer. He was politician and a great figure in the Unionist regime. He was at the top of the list of the lawyers of Jhang. Allama Iqbal was his ideal and whenever, Iqbal visited Jhang, he stayed at the residence of Yousaf Shah. It is a great pleasure for Jhang to know that he joined the Inn on the persuasion of Alama Iqbal.

Sheikh Iftakhar Ahmad Qanuni Advocate

Sh. Iftakhar Ahmad Qanuni was born on02-10. 1930 and joined the Bar on 29-09-1951. He is one of the senior lawyers of Jhang and played an important role in the judicial history of Jhang. He was four time elected president of DBA Jhang. He joined Awami League in 1956 and was nominated secretary of the said league by the then Prime Minister of Pakistan Hussain Shahad Suharwardy. He is diploma holder and has been writing in daily "Nawa-e-Waqat. So far as the art of advocacy is concerned, he is so competent a lawyer that he has got the commandment to ensnare a witness and score the point of his own choice. From pleadings up to the last arguments nobody can trace any fault in his work.

Ch. Zahoor Ahmad Lali Advocate

Ch. Zahoor Ahmad Lali was basically resident of Lalian (now Tehsil of Chiniot) and started his carrier as an Advocate of Tehsil chiniot but when he realized that he could better serve the people at District Headquarter, he was enrolled as an Advocate DBA Jhang in 1974. On his arrival at Jhang, he immediately attracted the litigants and got the brilliant chances to prove his intellect. He was an honest, hard working lawyer and never appeared before the court unprepared. He was so polite a man that a witness considering him as his friend started telling the truth on his cross examination. He always took advantage of his truth, honesty and politeness. His arguments were based upon logic but simple to understand and obliged the Presiding Officer to pay heed to it. He left many a student but Mukhdum Majeed Shah is a hope for today and tomorrow. He was elected as President DBA Jhang in the year 1981 and Member Punjab Bar Council for1989-1999. Lali was in fact night angle who harped the tune of love and affection. He passed away but inspired of challenge of feather and death of flowers, is words can still be heard in the Waves

Muhammad Iqbal khan alyana Advocate

Muhammad Iqbal khan alyana, a well known lawyer was well off. He was a landlord and inspite of having wealth and costly landed property, he never thought of spendin his life in an idle atmosphere. He loved to work hard and in order to prepare his cases, he had his own library and was never seen searching the law in library of the Bar. He prepared his cases in his home office and did not sleep till the case was prepared. His love with work was the key of his success. He was a good choice for the litigants. Whenever Syed Akhlaq-ul-Hassan and Sheikh Abdul Majeed were engaged by a party, the other party rushed to Iqbal alyana. He had a heavy voice and strong impression. His way of arguing the case was sufficient to invite the people and the courts to listen to him. Sheikh Ghulam Yasin Advocate, another famous lawyer of Jhang believed in social & welfare activities was his close friend and became President of the said Anjuman after his death in 1912.

Sardar Zada Zafar Abbas Advocate

Sardar Zada Zafar Abbas was born at Rajoya Saddat Jhang (now chiniot), did his law graduation from Punjab Univeristy Law College Lahore, joined the DBA Jhang and elected President twice. He was not only an eminent lawyer but also a prominent political figure. In the early age of his life, he introduced himself as a student leader, strived for struggle of Pakistan and was imprisoned. He was included in those 28 students who were deprived of the opportunity to appear in the examination and after creation of Pakistan, the Government of Quaid was pleased to award him the Honorary degree subject to regularization on appearing and getting through the exam. He was so popular a leader that he was several times elected as MPA and once MNA. He was selected as advisor to Chief Minister Punjab. He was a staunch beleiver and was always found willing and ready to perform religious duties so he laid foundantion of Anjuman Hussania Jhang. He was elected president in DBA Jhang in 1973.

Sheikh Abdul Majeed Advocate

Our Late

Sheikh Abdul Majeed was born in 1910 and died in 1988. He started his legal practice and joined the District Bar Association Jhang in 1935. He was an affluent member of the Chiniot Sheikh Biradari and chose the legal practice primarily to continue the social and philanthropic welfare work of late father. He remained President of Anjuman Khadim-ul-Muslimeen Jhang till Islami High School, a very famous and prestigious educational institution of Jhang, was nationalized and taken over by the Govt in 1974. He was polite, humble and soft spoken and took active part in political activites during the independance movement. He made his mark as a top civil lawyer with acumen to present his submission clearly and precisely to assist the court even on complicated issues. He thus not only earned respect of the court but was a well sought after legal practitioner. He would always render sincere & honest advice not only to the litigants and young budding lawyers but was ever helpful to them on professional matters. He was elected president of the Jhang District Bar Associaton for the year 1953-54 & 1954-55.

Sheikh Elahi Bakhsh Maggun Advocate

Sheikh Elahi Bakhsh Maggu whose era expands from 1870 to 1912 was an affluent member of the Chiniot Sheikh Biradri and one of the few educated persons of his time. He not only made his mark in the legal practice and among the community of lawyers as an outstanding lawyer but also as a philanthropist devoted most of his life towards welfare activities for the people of Jhang. He was the founder president of Anjuman Khadim-ul-Muslimeen Jhang, a welfare organizations created in 1901 to finance, establish and operate Islamia High School a very famous and prestigious educational institution of Jhang. He was life President of the said Anjuman and his welfare & social actitvities provided him all the time recognition even more than his legal practice.

When the list of Jurist consults of Jhang is recapitulated, Sheikh Karim Bakhsh Advocate cannot be forgotten. e part his mari arly and ot only Lioner gants onal "He was a successful Advocate of his era. He was also a well known worker of freedom movement and took active part in almost all movements started for the betterment of the Muslims of this part."

13-01-1913 and joined the Bar. He was elected as President Bar in the year 1959-60. "A good Lawyer and politician at the same time and elected MLA and served as President and General Secretary Muslim League Jhang. He was also a good writer having vast knowledge and experience". He authored a book titled Mushkilat-e-Laailaah

Syed Karamat Hussain Shah was born in the year 1913 at Mianwali but prior to his death shifted to Jhang and started chamber practice. He was at home in criminal laws and always advised as a scholer of the day. He was a competent lawyer

Syed Laqa Haider Zaidi Advocate

Whenever we listen to the men of 20th century siting in their drawing rooms and talking of Jhang Bar, we find that they don't forget the name of Sy. Laqa Haider Zaidi as a lawyer of Jhang Bar. Although, he was not born in Jhang yet, he proved himself to be a man of land of Jhang. He was a choice for the people When a litigant engaged Syed Ikhlaq-ul-Hassan and Sheikh Abdul Majeed the other party had no option except to engage Syed Laqa Haider Zaidi. He was an able lawyer and was always appreciated by the courts and loved by the litigants. All of his sudden he hit upon a plan to leave Jhang for Lahore and settele there to practice at High Court level. So he started his practice at Lahore and did not forget Jhang Once in a week, he visited Jhang and gave precious pieces of advice to clients. He was a lawyer in the true sense of the world

Ch. Muhammad Idrees Saleemi Advocate

Ch. Muhammad Idrees Saleemi was born in the year 1932 at Rattan Garah (India) and after migration to Pakistan in 1947 settled at Jhang Sadar. He did his Matriculation in year 1949 and graduation in the year 1953 from the University of the Punjab Lahore. He started his carrier as school teacher but soon thought to fly higher and higher so did his L.L.B in 1955 and joined the District Bar Jhang in 1955, then enrolled as an Advocate of High Court in 1957. He was the first Lawyer of Jhang who was enrolled as an Advocate of Supreme Court in 1996. He started his legal practice as an expert in settlement Laws and on account of his hard work gelateur was recognized as an able lawyer on civil side. Ch. Muhammad Idrees Saleemi eminent as he was did surprisingly greater for administration of justice engaging in various civil cases. He was so competent a man that he never thought to be coughed and defeated being always willing and ready to face the complicated legal propositions. He was a Juris consult in the real sense of the word and successfully got various books published for the lawyers and judges he wrote forming books a) Manual of Land Laws. b) Law of pre-emption c) Commentary on Family Court Act 1964. d) Quanoon-e-Zakat, e) Shamta Maltan. f) In the last days of life, he wanted to write a comprehensive book on the law of inheritance of all Muslim sects and chalked out a programme for the performance of this task and also had a dialogue with me (Mutahir Hussain Tirmizi) to help and cooperate with him in the discharge of this heavy task but unfortunately, he could not achieve the target.

Sheikh Sultan Ahmad Advocate

Sheikh Sultan Ahmad, a remarkable personality, on migration from Patiala (India) came to Jhang and joined Settlement Department but his restless soul was not satisfied with job so he strived to attain the better status in the society. Consequently, he succeeded in getting the degree of law and joined the Bar in the year 1956. He struggled for good and had progressive outlook of life. He flew higher and higher. After span of short time achieved marvelous position as an advocate of high esteem. The secret of his success lies in hard work and continuous labour. He worked day and night and is seen standing on victory stand. He is not a politician but has great concern with bar politics. He takes keen interest in the election and command a group of lawyers so is in a position to affect election results.

Khan Muhammad Manzoor Khan Advocate

Khan Muhammad Manzoor Khan Advocate was 08-08-1931 at Sahiwal District Sargodha but this talented healthy man chose to start his legal practice in Jhang District. So after getting a room Chambali Market Jhang Sadar on rent started his carrier in 1955. An important incident he told is worth mentioning. It was in 1976 when he was sitting in his chamber and busy in negotiations with his client. A young lawyer entered into his office. He welcomed him. After the client went away, he started talking. He said as follows: "I was a young lawyer. Mr. Ghulam-us-Syedain who lived in Mohalah Chambli Market Jhang Sadar became my friend. He arranged a room for me in his Mohallah. One day after court hours at about 4:00 PM I came back, took my meal, shut the door and started studying case file. I was absorbed, knew nothing as to what was happening around me. All of a sudden I heard "Azan" I thought that it was dusk, so I stood up and on opening the door I was astonished to see that it was "Dawn" and I was listening to Fajor prayer This incident shows his deep devotion and commitment to his work . He have no political back ground, friendly relation and no kith and kin, started his career and very soon was considered to be one of the top level lawyer honestly and hard work but his distinguishing qualities being master of resolution of question of facts he had logical approach to draw the definite conclusions from bundle of multiple facts.

Ghulam Farid Naul Advocate

Ghulam Farid Naul was born on 15-09-1942, enrolled as an advocate and joined Jhang Bar Association. The day he entered the profession, he started proving himself to be an able lawyer. He looked like a rising sun but the reason best known to him, he chose to leave the profession and joined the bench as Additional District and Sessions Judge. On joining the service, he remained away from Jhang, kept aloof and refrained from paying visits to his friends but he again arrived in the field. His abrupt jump into the field was welcomed by all the litigants as if they were looking up their saviour. He could be the cause of absolution for them so he soon found his right place and became one of the top-level lawyers on criminal side. He plays his role on all aspects including the political activities of the Bar. He is never afraid of odds and defeats. He lost various elections but worked on the principle of try, try again. He was elected as president for the year 2005-06, 2006-07, 2007-08, 2012 and 2017. Now His sons MEHR MUHAMMAD FARID NAWAZ NAUL ADV AND MAHER FAISAL FARID KHAN NAUL ADV ARE IN PRACTICE. MEHR GHULAM FARID NAUL DIED IN 18 APRIL 2021 NOW HIS SON MAHER MUHAMMAD FARID NAWAZ NAUL ADV IS PRESIDENT DBA JHANG. Maher ghulam Farid naul ADV was also a wellknown politician of jhang. He was former member zila council in 1979 and become vice chairman zila council jhang 1979 to 1985. He was alo member provencial council punjab.

Rai Abdullah Saleem Bhatti Advocate

Rai Abdullah Saleem Bhatti was born on 21 June 1950 in District Jhang. Following the completion of his LLB from Punjab University, he was enrolled as an Advocate and joined the Jhang Bar Association on 5 April 1972. He is among the senior-most members of the Bar who continue to enlighten the fraternity with his wisdom, ethics, and unwavering dedication that continue to define the Association’s excellence today. With more than five decades of remarkable practice in Criminal Law, Rai Abdullah Saleem Bhatti has established himself as one of the most esteemed trial lawyers in the region. His expertise lies particularly in murder trials and cases involving capital punishment, where his remarkable defense skills and command over criminal jurisprudence have earned him unparallel respect. Nearly every notable murder case in Jhang District has been entrusted to him. His reputation extends far beyond the boundaries of Jhang. He is routinely engaged in highly complex and high-profile trials across Faisalabad, Chiniot, and Sargodha. Since 1988, he has consistently represented clients before the Lahore High Court with distinction as well. His legal reasoning and persuasive advocacy are deeply admired by colleagues and the judiciary alike, while his opinions are often regarded as persuasive within the legal fraternity. Over the years, he has inspired generations of lawyers through his professional integrity, thorough preparation, and relentless pursuit of justice. To this day, members of the Jhang Bar look upon him as a mentor and an enduring source of inspiration, acknowledging his lifelong contribution to both the profession and the community it serves.

Maher Muhammad Afzal Bhorana Advocate

Maher Muhammad Afzal Burana joined the DBA Jhang. At the outset, he chose to practice as a partner of his fellow man but after a few years joined the chamber of Mir Akhlaq-ul-Hassan, an eminent scholar, renowned lawyer and famous politician of Jhang. So he got an opportunity to learn alot, earned the hospitality to work hard. Mir Akhlaq ul Hassan as father of the Bar patronized him as a real son. He resolved very complicated prepositions and now is need of the poor masses. Mher Afzal having progressive out look of life strived and strived for good and reached a place where a few are seen standing. He is not only a competent lawyer but a good politician. He has a group of his pupils always found standing behind his back to support him in all spheres of life. Resultantly he plays his role successfully. He was elected president for 1997-98 and then for 2014-15.

S Mutahir Hussain Tirmizi. Advocate

Muthahir Tirmizi an eminent scholar and a jurist as he is did surprisingly a great deed in bringing forth an authoritative work on junk judiciary. It is commendable that he discovered the legendary personalities who were laying underneath the earth. I cannot help appreciating the research work providing the lawyers and incentive to research the heights of great man who strived for good with progressive outlook of life and did their utmost to meet the ends of Justice. I hope that this historical piece of work shall be a cornerstone of our judiciary system.
